Google Ads location targeting can be set by country, state, city, ZIP code or a radius around an address, and the location option can be set to people in the area only (“Presence”) instead of people who have shown interest in it. For local service clients, “Presence” plus a city list or radius built from real drive distances is usually the starting point.
Campaign 1: Lewiston core
Presence targeting on Lewiston and Auburn (2 cities, farthest 1 mi). Exact and phrase match on the client’s core services; budget sized to this area first.

Augusta (26 mi), Portland (31 mi) and South Portland (32 mi). Separate budget so the farther cities can’t take spend from the core; pause any city where the client doesn’t take jobs.
